Regional Akim Ondassyn Urazalin visited the new office of JSC “Social-Entrepreneurial Corporation ‘Aktobe’,” located at 103A Maresyev Street. The head of the region familiarized himself with the work of the investor service front office, where he was presented with new and ongoing investment projects, as well as a full range of consulting services for entrepreneurs.
Chairman of the Management Board of JSC “SPC ‘Aktobe’” Yermek Imantaev presented the regional akim with a new development model for the corporation as part of a large-scale social transformation program, linked to the SPC “Aktobe” Development Strategy being drafted for the next five years (2021–2025). As part of the transformation of Aktobe Region, a project management system has been introduced on the basis of SPC “Aktobe.” This approach benefits everyone involved in project governance: the manager overseeing the project, the client awaiting completion, and the entire team engaged in implementation.

JSC “SPC ‘Aktobe’” is a regional development institution that stimulates economic activity in growth points across Aktobe Region, including through attracting investment, and serves as a catalyst for building competitive and sustainable business structures. The corporation carries out comprehensive work to attract and support investors. Currently, its project portfolio includes 88 projects with a total value of 124.4 billion tenge.
At the front office, potential investors and entrepreneurs are consulted on available state support measures. The main focus is on working with Kazakhstan’s development institutions. Investors and entrepreneurs receive guidance on state support instruments, including financing through various government programs such as “Business Roadmap 2025”, “Economy of Simple Things,” and others.

At present, SPC “Aktobe” is implementing a number of its own projects, including the Aktobe Industrial Zone, the ARMAN QALA social project aimed at developing street trade, and a roadside service development project.
The Aktobe Industrial Zone was established in December 2015. Since then, 28 companies have become residents, investing 38 billion tenge and creating about 1,200 new jobs. Seven enterprises are currently operating on its territory, with investments totaling 6.2 billion tenge and 340 permanent jobs created. In 2020, five enterprises plan to launch production, with total investment of 21.8 billion tenge and the creation of 315 jobs.
Under the Roadside Service project, 10 projects worth a total of 1.5 billion tenge are being supported, with 80 jobs to be created. In addition, a project to develop a network of автогазозаправочных станций (CNG filling stations) under the Gas Energy brand is being elaborated. The company is currently present in four major cities (Nur-Sultan, Almaty, Shymkent, and Karaganda) where 24 facilities have already been commissioned. In Aktobe Region, it is planned to launch four complexes with total investment of 2.1 billion tenge; a financial model is currently being developed to further refine the project.
As part of the ARMAN QALA social project to develop street trade, the Aktobe city akimat allocated 83 land plots, and 57 trade pavilions have already been installed. These include fast-food outlets, vegetable shops, points selling meat and dairy products, coffee shops, flower salons, and more. Eight land plots were provided to socially vulnerable groups (large and single-parent families, mothers raising children with special needs, and пенсионеры). Thanks to this program, 114 jobs have been created in the city.
