SEC “Aktobe” Achieves KZT 463.5 Million Profit for the First Time in Many Years


The results of JSC “SEC “Aktobe” for the first nine months of the current year were reviewed at a meeting chaired by the Akim of the Aktobe Region, Askhat Shakharov. The outcomes achieved and plans for the upcoming period were presented in a report by the Head of the Corporation, Auez Taimbetov.

“Reporting meetings play a key role in assessing the SEC’s performance, as they allow us to summarize results, discuss challenging issues, and plan further steps. The regularity of such meetings helps keep everyone informed and coordinate numerous areas of work. Today, we want not only to report on what has been done, but also to highlight our achievements. A large SEC team is demonstrating strong results—historic indicators and profits that can be a source of pride for the Aktobe Region as a whole,” emphasized Auez Taimbetov, Chairman of the Management Board of JSC “SEC “Aktobe,” in his speech.

For the first time in many years, SEC “Aktobe” recorded a historically record profit of KZT 463.5 million, achieved through active project work. Previously, the corporation’s maximum positive profit did not exceed just several thousand tenge. An increase in net profit is also forecast based on the results of 12 months of 2024.

Another major achievement for SEC “Aktobe” was the extensive work on utilizing funds allocated for the preferential lending program for rural residents, “Auyl Amanaty.” Since the program’s launch in the region, loans totaling KZT 15 billion have been issued. In total, the Credit Committee approved 2,702 applications. As a result of 2023, individual entrepreneurs participating in “Auyl Amanaty” paid KZT 93.3 million in taxes to the budget. In addition, more than 2,000 jobs were created in rural areas.

Based on the processes used to review applications under the “Auyl Amanaty” program, SEC “Aktobe” established a single front office. This office reviews applications from the SEC’s counterparties using a “one-stop-shop” principle. This will improve the quality of decisions and reduce financial risks. The new unit addresses several key tasks, including processing financing applications, supporting residents of the Industrial Zone, and more.

In addition, within the framework of financing investment projects, JSC “SEC “Aktobe” supported LLP “Ais” in implementing a project to expand a dairy farm by 800 head of pedigree in-calf heifers of the Holstein-Friesian black-and-white breed. The total project cost is KZT 4.6 billion, of which KZT 3.25 billion was financed by the SEC on preferential terms: an interest rate of 2.5% per annum, a grace period of 2 years, and a loan term of 10 years.

This project aligns with the Republic of Kazakhstan’s agro-industrial development concept and aims to address the shortage of the company’s own raw materials for the domestic production of LLP “Ais Plus.” Currently, more than 30% of milk is purchased from third-party producers, which increases its cost. The country faces a shortage of raw materials for the dairy industry, and Ais is one of the largest milk processors in the Aktobe Region, providing a full production cycle “from farm to shelf.”

With the planned expansion, an additional 3,000 hectares will be cultivated, which will increase the herd from the current 3,000 head to 3,800 and double milk yield. It is worth noting that when structuring this deal, JSC “SEC “Aktobe” applied project finance approaches for the first time.

For Q4 2024 and Q1 2025, SEC “Aktobe” developed key work priorities and an action plan that includes: creating a long-term strategy for 2025–2030 focused on regional economic development and attracting investment; introducing automation to increase efficiency and simplify internal processes; raising funding through additional capitalization, issuing green bonds and social bonds, which will provide resources to implement major projects. It is also planned to combine these funds to expand the overall financing coverage of projects.

These steps and new approaches will enable SEC “Aktobe” to accelerate major investment initiatives, improve the corporation’s efficiency, and become a leading regional development institution and a driver of economic growth for the region and the country.
